CQMMUMTY 01y of
CWHON M P"equot
INSTITUTE LAes.. .
NEW BUSINESS
Agenda Item: 8(c) Capital Obligations Inventory
Background Information: The economic development, transportation and
infrastructure sections of the Comprehensive Plan contain the following implementation
strategy:
Perform an inventory and life-cycle analysis of all public infrastructure
maintained by the City. Use this to create a capital improvements plan that
provides for ongoing maintenance of public infrastructure.
To implement this strategy, we recommend focusing on the roads and streets portion of
the City's infrastructure in 2011. The Roads and Streets Department has a list of roads
within the City with corresponding financial information and condition for some of
them.
Between now and the May meeting, Staff will work together to come up with a standard
approach to the current inventory and identify any gaps that exist.
For subsequent meetings,we would seek to use this data to:
- Project estimated future costs
- Project a timeframe for necessary improvements
- Discount values to create an annualized financial estimate of the City's
obligations
- Contrast the obligations to the corresponding land area served
Once we have completed this analysis for the roads and streets,we can use the approach
for the utility systems and other public facilities.
Pequot Lakes Staff Report 8(c)-1
April 28,2011
