Develop a Transition Area Plan to fast track private <br /> sector investments in the transition area.The plan <br /> would provide a framework for connecting future <br /> development to the existing urban areas of the City. Housing <br /> Change the City's budgeting process to include a <br /> five-year budget projection as part of the annual Economic <br /> budgeting rocess. Development <br /> Adopt a small business subsidy plan targeted to 1) <br /> regional destination and 2)neighborhood service <br /> businesses that desire to locate or expand within Economic <br /> the Grow Zone. Development <br /> Adjust the zoning code to clearly reserve all space <br /> within the industrial park for uses that are not <br /> public,will pay property tax and will employ Economic <br /> people. Development <br /> Establish an outreach program to have city <br /> representatives personally meet with local <br /> business owners,realtors,bankers and others that <br /> may influence private-sector investing decisions to <br /> inform them on the City's unique,pro-growth Economic <br /> vision. Develop ment <br /> Change the land use code to waive unnecessary <br /> submittal requirements for subdivisions in the Economic <br /> business park. Development <br /> Establish an availability charge for properties that Economic <br /> have access to municipal infrastructure but have Development, <br /> not yet connected. Infrastructure <br /> Work with the Minnesota Department of Natural <br /> Resources (DNR),local lake associations and others <br /> to prevent the spread of invasive species to or from <br /> area'lakes. Natural Resources <br /> Identify and establish well-marked routes that <br /> more directly connect snowmobile and bicycle <br /> traffic from the regional trail system into the city. Recreation <br /> Seek to build partnerships and establish the <br /> feasibility of constructing a grade-separated bicycle <br /> trail between the downtown area and Eagle View <br /> Elementaly School along the Highway 11 corridor. Recreation <br /> Perform an inventory and life-cycle analysis of all <br /> public infrastructure maintained by the City.Use Transportation, <br /> this to create a capital improvements plan that Infrastructure, <br /> provides for ongoing maintenance of public Economic <br /> infrastructure.
