Co1V MUNITY Glyof <br /> C.now�I Pe L _ <br /> INSTITUTE <br /> NEW BUSINESS-SHORELINE RESTORATION <br /> Background Information: The property located at 5553 Wilderness Road, owned by <br /> Douglas Cooper, is zoned"Shoreline Residential"and is located on the north shoreline of <br /> Lower Cullen Lake. The property has approximately 85 feet of shoreline and contains a <br /> steep bank to the lake covered with rip-rap and no deep rooted vegetation. <br /> The property owner has indicated there is an annual problem with damage done to the <br /> shoreline due to the movement of ice. This summer it was determined the property <br /> owner did a shoreline alteration project including the removal a natural berm and the <br /> placement rip-rap within the shore impact zone without a permit from the City. <br /> Staff conducted a site visit of the property and subsequently provided the property owner <br /> with a shoreline restoration plan which would both stabilize the shoreline and prevent <br /> unfiltered water from running directly into the lake. The property owner was also given <br /> the opportunity to submit an after-the-fact plan that would: i) stabilize the shoreline <br /> 2) restore the ice ridge to keep runoff from directly flowing into the lake and 3) establish <br /> vegetation along the slope to control sedimentation over the long term. <br /> The property owner does not wish to implement the plan provided to him or submit an <br /> alternative plan. When asked by the city, the property owner ceased all unpermitted <br /> work on the property immediately.
