City of Pequot Lakes
WAC& SAC Assistance
July 20, 2012
One way to calculate the SAC is to use the full system capacity.
Permitted wastewater flow z 45,000,000 gallons per year
Wastewater ERC =34,700 gallons per year
Wastewater capacity = 1,297 ERCs
Estimated wastewater capital cost =$4,000,000
Wastewater cost per ERC,or SAC =$3,090
Another way to calculate the SAC is to use the remaining system capacity.
Permitted wastewater flow =45,000,000 gallons per year
Wastewater flow =23,000,000 gallons per year
Remaining wastewater capacity z 22,000,000 gallons per year
Wastewater ERC =34,700 gallons per year
Remaining wastewater capacity z 634 ERCs
Estimated wastewater capital cost z$4,000,000
Wastewater cost per ERC, or SAC z$6,310
WAC Calculations
An important variable is the capital cost of the wastewater system that the WAC is being
. applied to.
Water capital costs can include wells, water treatment plants, water towers, maybe main
line or looping watermains, land, engineering, administrative, legal, and financing costs.
We have estimated a value of the present system as follows:
Wells z$0.1 million
Water Treatment Plant =$2.1 million
Water Tower =$0.7 million
Land, Eng.,Admin. Legal,and Financing =$0.9 million
Total Estimated Water Capital Costs =$3.8 million
The first item to calculate is the equivalent residential connection(ERC)amount per year.
Residential water flow =9,500,000 gallons per year
Water residential connections =245 ERCs
Water ERC =38,800 gallons per year
The next item to calculate is the capacity of the water treatment plant/system. This is a
somewhat variable number based on the hours the plant operates, the gallons per square
foot applied to the filters, the resulting water quality desired, and any water tower/
storage/demand limitations on the system. To keep it straightforward,we will take a
look at the water treatment plant capacity.
1\0130B-City of Pequot Lakes\0130B0048-WAC&SAC Assistance\01300048.000-WAC&SAC Assis tance\Coaespondence\20120720-Committee handoutdoc
