The local governing body shall have the authority to regulate its built environment through standards that dictate the shape and form of all physical improvements composed in its jurisdiction. 2. The rural to urban transect shall be the guiding framework for all such regulations applied to the built form. 3. Such regulations shall be written to preserve the defined character of the applied transect. 4. All properties shall have the right to all uses and functions that do not compromise the defined standards and character of the applied transect. 5. All properties shall have the right to petition the local authority for relief of all standards applied to property. 6. Such a petition,labeled an Alternative Plan,shall be considered through a due process of two public meetings before an elected body. 7. Once a proposed change satisfies the minimum standard of the code,or such change is approved by the elected body through an Alternative Plan,all additional features and functions not addressed by this code shall possess the full protection of legal entitlement.
