The local governing body shall have the authority to regulate its <br /> built environment through standards that dictate the shape and <br /> form of all physical improvements composed in its jurisdiction. <br /> 2. The rural to urban transect shall be the guiding framework for <br /> all such regulations applied to the built form. <br /> 3. Such regulations shall be written to preserve the defined <br /> character of the applied transect. <br /> 4. All properties shall have the right to all uses and functions that <br /> do not compromise the defined standards and character of the <br /> applied transect. <br /> 5. All properties shall have the right to petition the local authority <br /> for relief of all standards applied to property. <br /> 6. Such a petition,labeled an Alternative Plan,shall be considered <br /> through a due process of two public meetings before an elected <br /> body. <br /> 7.
