NEIGHBORHOOD URBAN <br /> T4. Urban Neighborhood <br /> 4.27. Intent <br /> The urban zone features a high level of development intensity. Open space is no longer natural or unimproved <br /> but rather takes the form of civic space,including community parks,playgrounds,and recreational fields. The <br /> development pattern of the transect features high-density development—ranging from a minimum four units <br /> per acre to an unlimited maximum. But while density and intensity of development is unlimited in theory,the <br /> final character of any given development is dependent upon its surroundings. The highest intensity development <br /> occurs on arterial roads or within defined clusters,such as community centers or multifamily developments. <br /> Road networks in the urban zone feature the highest level of road density. Streets are arranged in a grid <br /> pattern connecting private space with a minimum of four access points. Private spaces,as defined by this <br /> road network,form city blocks that often posses a wide variety of uses. Given this development pattern,high <br /> density development yields immediate access to most desired destinations via multi-model travel.Walkability is <br /> high in these areas. Sidewalks or other walkable spaces are provided with every street,along with streetscape <br /> improvements. <br /> Buildings are a broad and often even mix between residential and nonresidential. Structures often occupy the <br /> majority of their lot and are constructed at a minimum of two stories and a maximum of four. Despite the broad <br /> range of possible developments,the final form of structures and blocks are derived by the surroundings.No single <br /> block or structure features a drastic increase in form or intensity to its neighbor. <br /> 4.28. Applied Comprehensive Plan Character Areas <br /> The Urban Zone shall apply to any land area that is bears the following designations from the City of Columbia's <br /> General Plan: <br /> A.
