34 Transportation Research Circular E-0067:Context-Sensitive Design Around the Country <br /> According to ConnDOT's functional classification Asylum Avenue is a minor urban <br /> arterial. However, the context-sensitive classification of Asylum Avenue should be <br /> neighborhood(residential) avenue. The reconstruction effectively converted Asylum Avenue <br /> from a minor urban arterial highway into a neighborhood avenue. <br /> This project has transformed the character and appearance of Asylum Avenue, converting <br /> a highway into an avenue that is more appropriate for the context of a highly urbanized <br /> residential neighborhood (see Figure 2). The median and plantings has reduced noise and <br /> nuisance and improved livability for residents and also visitors to nearby Elizabeth Park. The <br /> attractive planting, the wide median, and the high quality material used for curbing and paving <br /> have significantly enhanced the appearance of the roadway (see Figure 3).
