Once the Planning <br /> Commission reviews the memo, it will be sent to the City Council for review before <br /> being sent to the County. <br /> Background Information: State Highway 371 currently functions as a high capacity <br /> road that moves traffic quickly through the City. If/when the bypass is constructed a <br /> large portion of the highway within the City will likely be turned over to the City. The <br /> City will be responsible for short and long term maintenance of the roadway. This <br /> includes reconstruction once the road needs to be replaced. When the highway is <br /> handed over to the city, it will become a local street and it needs to function as one. <br /> The Planning Commission should begin to identify the short term and long range plans <br /> for this corridor. <br /> Like any other street in the City, the properties adjacent to the street should generate <br /> enough revenue to offset the costs of the long-term maintenance. As of now,the revenue <br /> collected by the City from properties along the highway does not even come close to what <br /> is needed. There has to be significant development along the corridor in order for the <br /> City to recoup the long term maintenance costs of the street. <br /> There is a lot of development potential along the highway as many of the commercial <br /> properties have suitable land that may be developed.
