Once the Planning Commission reviews the memo, it will be sent to the City Council for review before being sent to the County. Background Information: State Highway 371 currently functions as a high capacity road that moves traffic quickly through the City. If/when the bypass is constructed a large portion of the highway within the City will likely be turned over to the City. The City will be responsible for short and long term maintenance of the roadway. This includes reconstruction once the road needs to be replaced. When the highway is handed over to the city, it will become a local street and it needs to function as one. The Planning Commission should begin to identify the short term and long range plans for this corridor. Like any other street in the City, the properties adjacent to the street should generate enough revenue to offset the costs of the long-term maintenance. As of now,the revenue collected by the City from properties along the highway does not even come close to what is needed. There has to be significant development along the corridor in order for the City to recoup the long term maintenance costs of the street. There is a lot of development potential along the highway as many of the commercial properties have suitable land that may be developed. Property owners may be inclined to develop their property once the highway is turned into a street as they will be able to build closer to the street and will also be able to have better access.
