Existing Highway 371 from Pillsbury Street to Grove Street has been divided into six segments:
• Pillsbury Street north to West Lake Street
• West Lake Street north to Woodman Street
• Woodman Street north to CSAH 11
• CSAH ii and Existing Highway 371 Intersection
• CSAH 11 north to Sibley Street
• Sibley Street north to Grove Street
The Planning Commission has determined there should be a gradation from a"rural'street
design at the south end of the corridor to an"urban"design in the core downtown area and back
to a"rural'street section north of Grove Street.
The Comprehensive Plan of the city calls for development in core downtown area while areas of
the City that are not served by existing infrastructure are to remain rural. To accomplish this,
the city street section within the core downtown should be complex while the street section
outside of the core downtown area should be simple. The"downtown street"should be designed
to accommodate both pedestrian and automobile traffic while the"rural'street section should
be designed to move automobiles quickly and safely.
Pillsbury Street north to West Lake Street
• Rural road design
• Similar to existing road section
• Leave lane width
• Keep existing shoulders
• Remove rumble strips (center lane&shoulder)
• Leave center turn lane
Highway 371 Committee Comments:
• Begin the rural to urban transition in this segment instead of further north
• 35 MPH speed limit
• Alter design so drivers know they are entering the core of the City
• Keep center turn lane in front of grocery store
• Start to slow traffic down
Pequot Lakes Staff Report
November 21,2013 2
