No golf cart or motorized vehicle traffic will be allowed beyond the golf cart <br /> parking areas. Golf cart parking areas will have pervious coverage (mulch) and <br /> are outside of the shoreline impact zone and restricted bluff areas. Signage will <br /> be posted at the locations shown on the site plan adjacent to the bluff areas <br /> prohibiting motorized vehicular traffic with a lockable gate mechanism which will <br /> allow access for emergency vehicles and resort maintenance personnel only. The <br /> Applicant is attempting to minimize motor vehicle traffic within the resort and <br /> facilitating the resort's owners and guest's ownership and/or use of electronic <br /> golf carts. Due to the size of the property and needs of guests who are <br /> handicapped, have small children or are elderly, the golf carts provide necessary <br /> transportation. <br /> There was a significant amount of discussion during the original CUP review process <br /> regarding the use of the "walking trail" near the lake. It was ultimately determined that <br /> the trail should be used for walking and that it should be restored to a condition that has <br /> less impact on the lake. <br /> Staff conducted a site visit of the property in August 2013 and determined condition <br /> number 12 had not been met. The path consisted of hard-packed material(not pervious) <br /> and it was clear the path was being used by more than just pedestrian traffic. The <br /> property owner was directed to remove the impervious material and replace it with a <br /> pervious material (e.g. mulch) and install a blockade and signage at the entrance of the <br /> "walking path;" notifying guests and resort staff the path may be used be pedestrians <br /> only. <br /> Applicable Regulations: The following regulations apply to this property: <br /> Section 17-5.11 SHORELINE COMMERCIAL (SO <br /> 1. Intent and Purpose: To establish and maintain a land use district for <br /> existing commercial, recreationally orientated uses within the shoreland area <br /> comprised of campgrounds,resorts, bars restaurants,marinas and similar water <br /> oriented uses with independent sanitary facilities and that are compatible with the <br /> natural resources of lakes and streams. <br /> 2. Compatibility: The Shoreline Commercial zone must be riparian and <br /> should be established adjacent to existing Shoreline Commercial zones. The zone <br /> may not be established in an area where it is completely surrounded by residential <br /> zones. <br /> 3.
