Relocation of Boat Ramp: <br /> 11. The applicant is proposing to relocate the existing boat ramp to the north side of the <br /> existing beach and swimming area. <br /> 12. Relocation of the ramp may require removal of approximately 10-20 feet of aquatic <br /> vegetation on the north side of the beach to allow for installation of the boat launch. <br /> 13. Relocation of the existing boat ramp may require a permit from the Minnesota <br /> Department of Natural Resources. <br /> Road in the Shore Impact Zone: <br /> 14. The original CUP approval for the subject property allows an 8-foot wide walking trail <br /> to be used to access "Dock System 2" and "Dock System 3." The permit does not <br /> allow automobile traffic on the trail. It also requires the trail to be constructed of <br /> pervious materials. <br /> 15. As of August 2013, the road in the bluff and shoreline setback had not been removed <br /> as per previous CUP approval. <br /> 16. The applicant is proposing to allow portions of the trail to be utilized for golf cart <br /> traffic and parking outside of the shore impact zones and bluff impact zones and to <br /> allow use of the trail by motorized resort maintenance vehicles for maintenance <br /> purposes. <br /> 17. Given the fact that the resort is situated on 31 plus acres of property and that existing <br /> and proposed beach areas are located more than a quarter to one-half of a mile from <br /> some of the rental facilities, use of the trail by resort guests driving golf carts, <br /> including guests with small children and handicapped or elderly guests, who also may <br /> be transporting coolers, fishing tackle, etc. to the golf cart parking areas near the beach <br /> and boat dock areas, the use of portions of the trail for golf carts is a necessary and <br /> reasonable permitted use. Use of the trail by resort personnel utilizing motorized <br /> vehicles for maintenance purposes is also a necessary and reasonable use. <br /> Planning Commission Direction: The Planning Commission can approve of the <br /> conditional use permit amendment, deny the application, or table the request if additional <br /> information is needed.
