March 17, 2016 Staff Report Page 1 <br /> <br />Zoning Administrator’s Report <br /> <br />A. February Permits: There were no permits issued over the last <br />month by the Zoning Department. <br /> <br />B. Correspondence: Your Staff sent the following correspondence since <br />the last meeting: <br /> <br />1. February 11 letter to Sally Peterson regarding un-consolidation of lots; <br />2. February 16 letter to Brett Stark, MN/DOT, regarding Kennedy Metes and <br />Bounds Subdivision; <br />3. February 18 letter to Deborah Erickson regarding Sally Peterson un- <br />consolidation of lots; <br />4. March 7 response email to the State of Minnesota regarding tattoo salon; <br />5. March 8 letter to Stacey Simons regarding tattoo salon. <br /> <br />C. Council Meeting Notes: <br />The City Council Meeting was held February 29, 2016. An excerpt from <br />that meeting is included here for your information. <br /> <br />6.2. Wellhead Protection Program Evaluation <br /> <br /> Mayor Sjoblad noted that the City’s Wellhead Protection Program far <br />exceeds what other cities are doing and commended Dawn Bittner for her <br />efforts. <br /> <br />COUNCIL MEMBER LOUKOTA MOVED TO ACKNOWLEDGE RECEIPT <br />OF THE WELLHEAD PROTECTION PROGRAM EVALUATION. <br />COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br />CARRIED 4-0. <br /> <br />6.3. Ordinance Amendment <br /> <br /> Dawn Bittner distributed a revised copy of the interim use ordinance <br />amendment. Ms. Bittner noted that an interim use is similar to a conditional <br />use but would end on a particular date or a specified event. The Planning <br />Commission unanimously recommends the interim use permits for extractive <br />use in the forest management and agriculture zones based on three findings <br />of fact. <br /> <br /> MAYOR SJOBLAD MOVED TO ADOPT ORDINANCE 16-01 TO INCLUDE <br />THE DEFINITION OF INTERIM USE, AMEND SECTION 17-5.15 LAND <br />USE MATRIX TO REQUIRE INTERIM USE PERMITS FOR EXTRACTIVE <br />USE IN THE FOREST MANAGEMENT AND AGRICULTURE ZONES,
