Pequot Lakes Staff Report 3 (a) - 8 <br />August 20, 2015 <br />(2) Based on discussion, the applicant can formally apply by <br />submitting preliminary documents, prepared with <br />professional help, including as a minimum the C.U.P. <br />application, and further shall contain the following: <br /> <br />(a) Proposed concept of plan operation. <br />(b) Proposed plat or floor plan, if applicable. <br />(c) Proposed recreational amenities. <br />(d) Proposed timing. <br />(e) Proposed final security. <br />(f) Proposed development contract. <br /> <br />(3) The Planning Commission shall review the submissions and <br />act on the application within the required timeframe with a <br />complete finding of facts. <br /> <br />(4) The applicant shall then proceed within the time frame <br />accepted under the preliminary proposal to provide final <br />documents as required, including: <br /> <br />(a) Financial security. <br />(b) Development contract. <br />(c) Title opinion. <br />(d) Final plat or floor plan. <br />(e) Surveyors plat check. <br />(f) Final covenants and associated documents. <br />(g) Final time schedule. <br />(h) Final site plan which will control development. <br />(i) MPCA/MnDH approval letter on sewage system & <br />water supply. <br /> <br /> <br /> <br />Staff Findings: Staff provides the following Findings of Fact for consideration <br />by the Planning Commission: <br />1. The original Conditional Use Permit was approved by Crow Wing County <br />April 13, 1994. There were no Findings of Fact included in the Minutes of <br />that meeting. <br />2. The Preserve Golf Course is located at 5500 Preserve Blvd. and is located <br />in the Recreational Zoning Classification. <br />3. The use as a golf course is an appropriate conditional use in the <br />Recreational Zoning Classification. <br />4. The use as a golf course, with conditions, conforms to the Pequot Lakes <br />Comprehensive Plan. <br />5. The use as a golf course, with conditions, is compatible with the existing <br />neighborhood.
