<br />MINUTES 3 <br />Pequot Lakes Planning Commission <br />June 18, 2015 <br /> <br />Mr. Burslie explained that the Planning Commission has been meeting at 6:00 PM to <br />cover discussion items that could be included within the meeting agenda and asked the <br />Planning Commission whether or not to change the meeting time to 6:00 PM. <br /> <br />It was the consensus of the Planning Commission to change the meeting time to 6:00 <br />PM, but to allow the flexibility for applicants to schedule their public hearings at 7:00 <br />PM, if necessary. <br /> <br />Planning Commission meetings will begin at 6:00 PM with public hearings. If we find <br />this new time is not working, it will be readdressed at that time. <br /> <br /> <br />Vice Chair Brown opened the Public Hearings. <br /> <br />PUBLIC HEARINGS <br />APPLICANT: City of Pequot Lakes <br />Applicant proposes an Ordinance Amendment Regarding Rural Residential <br />Zoning Classification <br />Mr. Burslie explained the Staff Report. <br /> <br />Public Comment: None. <br /> <br />Planning Commission Member Hallan pointed out that the 15% impervious coverage is <br />all that will be controlling the impervious surfaces. The maximum square footage could <br />be doubled instead. <br /> <br />Mr. Burslie stated we could change the maximum impervious coverage if the Planning <br />Commission is not comfortable with removing the maximum accessory structure size. <br />Planning Commission Member Habein stated he would rather see the amendment as <br />proposed. <br /> <br />Planning Commission Member Hallan stated he had wanted to point out that very large <br />accessory structures could be built. This is very liberal, although the maximum building <br />height will help determine how large structures can be built. <br /> <br />A motion was made by Planning Commission Member Wilson, seconded by <br />Planning Commission Member Hallan, to recommend the City Council <br />amend the Ordinance as presented, based on the following Findings of Fact: <br /> <br />1. The “purpose and intent” of the Rural Residential Zone is, “To provide a zoning <br />classification that allows for low-density residential development. Development <br />in this zone is without municipal utility service and with only limited demand for
