May 21, 2015 Staff Report Page 6 <br /> <br /> <br />Council Member Pederson stated that the also moved some of the projects <br />further out and inflated the interest rate. Council Member Peterson stated <br />that after looking at the City’s costs associated with the turnbacks, it was <br />determined that $5,000,000 would be required to ensure the funds last 17- <br />20 years. He explained that even though there will be $5,000,000 from the <br />County, the City has to use $525,000 immediately to build a salt shed, <br />purchase a snow plow/dump truck and expand the garage to house the <br />added truck. He noted that there will be increased operating costs and the <br />need to hire a full time employee which is not included in the $525,000. The <br />additional $500,000 does expand the scenario to 17 to 20 years. <br /> <br />Council Member Pederson stated that the City’s Comp Plan states that there <br />must be a benefit to the City when taking back roads other than covering the <br />costs to maintain the road. He stated that the City could benefit in the future <br />by accepting Highway 371 by a design that would route the road around the <br />City Park which would enlarge the park and also join the two business sides <br />of the City. The Council concurred that there may be future benefits by <br />accepting the roadway. <br /> <br />Tim Houle suggested that the City request the County to provide assurance <br />to the City that there are no obvious environmental issues underground. The <br />Council discussed the issue of heavy use of the highway during the two year <br />construction time due to the heavy construction equipment which may <br />accelerate the life of the pavement. <br /> <br /> After further discussion it was the consensus of the Council that the City <br />would accept the roadway turnbacks of County Road 112, CSAH 11 and <br />Highway 371 if the County would be agreeable to increasing the agreed <br />upon payment by $500,000 based on the City’s need for a snow plow dump <br />truck, a building addition and salt shed and based on the financial impact <br />that the additional $500,000 would make to the City. <br /> <br /> <br /> <br />D. Potential Violations/Enforcement Actions: The City <br />Staff is currently working on the following potential violations/enforcement <br />actions. We will report on each of these each month until they are resolved to the <br />satisfaction of the Planning Commission. <br /> <br /> Virgil Dahl – The non-conforming mobile home is to be removed in the <br />spring. (10/06 to present) <br /> Peterson, Gary – Extensive grading. MCPA website lists the Termination <br />Date as January 10, 2014. We consider this matter resolved. (7/08)
