Pequot Lakes Staff Report 4 (c) - 1 <br />May 21, 2015 <br /> <br /> <br />PUBLIC HEARING – SUBDIVISION STANDARDS <br /> <br />Application: Ordinance Amendment Regarding Subdivision Standards <br /> <br />Applicant: City of Pequot Lakes <br /> <br />Agenda Item: 4 (c) <br /> <br />Background Information: While working with the Public Utilities <br />Department to develop Rural Road Standards Staff became aware the Ordinance <br />required development of a form to provide the Cost/Benefit Analysis. <br /> <br />Section 17-9.2 PRELIMINARY PLAT, PRELIMINARY COMMON INTEREST <br />COMMUNITY PLAT, PRELIMINARY CONDOMINIUM PLAT <br />OR METES AND BOUNDS SUBDIVISION RESULTING IN AT <br />LEAST ONE PARCEL LESS THAN 10 ACRES. <br /> <br />4. Cost/Benefit Analysis. An analysis of the ongoing cost to the City to <br />provide services and maintenance to the development shall be prepared using a <br />form provided by the City. This cost shall be compared on the same form to the <br />estimated increased valuation of the property and the corresponding tax revenue. <br />The development shall not be approved if public subsidy is required for ongoing <br />services and maintenance. <br /> <br /> <br />Applicable Regulations: Staff has prepared an ordinance amendment which <br />removes the requirement that the City provide the form for the Cost/Benefit <br />Analysis. The underlined text is the proposed language to be added. The <br />strikethrough language is proposed to be removed. <br /> <br />Planning Commission Direction: The Planning Commission can <br />recommend approval of the Ordinance Amendment, denial of the application, or <br />table the request if additional information is needed. <br /> <br />Staff Recommendation: We recommend the ordinance amendment be <br />forwarded, as written, to the City Council for adoption. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
