April 16, 2015 Staff Report Page 2 <br /> <br /> <br /> Dawn Bittner stated that the Planning Commission has worked with Mike <br />Loven and Mayor Sjoblad to develop the proposed rural road specifications. <br />The Planning Commission reviewed the policy and is recommending that <br />the Council adopt the rural road plan. <br /> <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT THE RURAL ROAD <br />CONSTRUCTION SPECIFICATIONS. COUNCIL MEMBER AKERSON <br />SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> <br />6.3. Road Construction Specifications (not Rural) <br /> <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT THE ROAD <br />CONSTRUCTION SPECIFICATIONS. COUNCIL MEMBER KARR <br />SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> <br />6.4. Subsurface Sewage Treatment System (SSTS) Program <br /> <br /> Dawn Bittner explained the state requirements for compliance inspections of <br />subsurface sewage treatment systems. She noted that the Council directed <br />the Planning Commission to develop a plan to monitor SSTS. The Planning <br />Commission is recommending that the Council approve the proposed policy <br />for subsurface sewage treatment system compliance inspections. <br /> <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT THE POLICY FOR <br />SUBSURFACE SEWAGE TREATMENT SYSTEM COMPLIANCE <br />INSPECTIONS. COUNCIL MEMBER KARR SECONDED THE MOTION. <br />MOTION CARRIED 4-1. COUNCIL MEMBER AKERSON VOTED <br />AGAINST THE MOTION. <br /> <br /> <br />D. Potential Violations/Enforcement Actions: The City <br />Staff is currently working on the following potential violations/enforcement <br />actions. We will report on each of these each month until they are resolved to the <br />satisfaction of the Planning Commission. <br /> <br /> Virgil Dahl – The non-conforming mobile home is to be removed in the <br />spring. (10/06 to present) <br /> Peterson, Gary – Extensive grading. MCPA website lists the Termination <br />Date as January 10, 2014. We consider this matter resolved. (7/08) <br /> John and Barbara Derksen – Exterior storage. Staff will move forward <br />enforcement. (5/13) <br /> Cathi McBryde – Exterior storage. Staff needs to address. (5/13)
