March 19, 2015 Staff Report Page 8 <br /> <br />The Council discussed funding concerns and scenarios. The Council did not <br />have any objections, and agreed that MnDOT’s Joint Powers Agreement <br />offer was fair. <br /> <br />To have as good a chance as possible in meeting the above schedule, the <br />Mayor asked WSN to bring a Design Engineering Contract for the row <br />irrigation system. The Council added the contract under other business. <br /> <br />Tim Houle said WSN would update the City’s previous Project Priority List <br />(PPL) submittal with the latest proposed improvements as part of the <br />Facilities Plan engineering agreement. The previous PPL submittal was for <br />replacing the City’s existing pivot spray irrigators. Being on the PPL does not <br />guarantee funding assistance (low interest loans, maybe a grant). Tim said <br />he believed it was June when the City may be able to apply for the Intended <br />Use Plan, or IUP, which would occur if the project was in the fundable <br />range. <br /> <br />6.1. NJPA Planning Services Agreement <br /> <br /> The Clerk presented the Council with the NJPA Service Agreement for <br />Planning Services. She indicated that the contract is for approximately 300 <br />hours per year at $50 per hour. Justin Burslie will be the planner working <br />with the City. <br /> <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE THE SERVICE <br />AGREEMENT FOR PLANNING SERVICES WITH NJPA. COUNCIL <br />MEMBER LOUKOTA SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> <br /> <br />D. Potential Violations/Enforcement Actions: The City <br />Staff is currently working on the following potential violations/enforcement <br />actions. We will report on each of these each month until they are resolved to the <br />satisfaction of the Planning Commission. <br /> <br /> Virgil Dahl – The non-conforming mobile home is to be removed in the <br />spring. (10/06 to present) <br /> Peterson, Gary – Extensive grading. MCPA website lists the Termination <br />Date as January 10, 2014. We consider this matter resolved. (7/08) <br /> John and Barbara Derksen – Exterior storage. Staff will move forward <br />enforcement. (5/13) <br /> Cathi McBryde – Exterior storage. Staff needs to address. (5/13) <br /> Carter McAnnich – Exterior storage and abandoned vehicles. Staff needs to <br />address. (5/13)
