(Both the six year and three year scenarios are attached for
your review).
If the Council decides to move forward, the process
requires a public hearing with a 30-day notice in the
newspaper. The actual change will also require an
ordinance to make a change to the taxing districts. To have
a change become effective beginning in 2014, the
ordinance must be passed by the August Council meeting.
I am proposing that the Council call a special meeting for
the public hearing. This meeting would be exclusively for
the purpose of providing information on the subject and for
taking public comment. Springsted will be present to talk
about the financial analysis and our City Attorney will be
present to discuss procedure. My recommendation is that
the Council does not adopt the ordinance at the public
hearing, but wait until the August Council meeting. This
will give the Council Members a chance to digest the
public comment prior to making their decision.
I would recommend that the special Council meeting be
held on July 23rd. If this does not work, I have a couple of
other available dates which we can discuss at the meeting.
If the Council decides to move forward, the following
decisions should be included in the motion:
1. How long does the Council want the phase-in period
to last; 3-years or 6- years?
