(Both the six year and three year scenarios are attached for <br />your review). <br />If the Council decides to move forward, the process <br />requires a public hearing with a 30-day notice in the <br />newspaper. The actual change will also require an <br />ordinance to make a change to the taxing districts. To have <br />a change become effective beginning in 2014, the <br />ordinance must be passed by the August Council meeting. <br />I am proposing that the Council call a special meeting for <br />the public hearing. This meeting would be exclusively for <br />the purpose of providing information on the subject and for <br />taking public comment. Springsted will be present to talk <br />about the financial analysis and our City Attorney will be <br />present to discuss procedure. My recommendation is that <br />the Council does not adopt the ordinance at the public <br />hearing, but wait until the August Council meeting. This <br />will give the Council Members a chance to digest the <br />public comment prior to making their decision. <br />I would recommend that the special Council meeting be <br />held on July 23rd. If this does not work, I have a couple of <br />other available dates which we can discuss at the meeting. <br />If the Council decides to move forward, the following <br />decisions should be included in the motion: <br />1. How long does the Council want the phase-in period <br />to last; 3-years or 6- years? <br />
