City Council Minutes October 6, 2015 Page 7 of 8 THE ENTERPRISE FUNDS AS REFLECTED ON THE 2016 PROPOSED BUDGET CHANGES LIST. MAYOR SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5-0. The consensus of the Council was to reduce the general revenue tax levy to 2.99%. The Council directed the City Administrator to work with staff to compile a list of budget changes to accomplish this. 10.2. Lease Agreement for Postage Machine Nancy Malecha informed the Council that the current postage machine lease with MailFinance will expire at the end of the month. The City currently pays $160.22 per month. Two companies were contacted, Dakota Mailing and MailFinance, to offer quotes on machine options. She recommended that the City enter into a lease agreement with MailFinance for an IN600 AF Hasler mailing machine. COUNCIL MEMBER AKERSON MOVED TO APPROVE THE LEASE AGREEMENT WITH MAILFINANCE TO LEASE AN IN600 AF HASLER MAILING MACHINE AT $154.99 FOR 63 MONTHS. COUNCIL MEMBER KARR SECONDED THE MOTION. MOTION CARRIED 5-0. 10.3. Consider Employment Agreement COUNCIL MEMBER AKERSON MOVED TO APPROVE THE EMPLOYMENT AGREEMENT WITH NANCY MALECHA, CITY ADMINISTRATOR/CLERK, EFFECTIVE OCTOBER 7, 2015, WITH CLARIFICATION THAT THE SALARY INCREASE BE RETROACTIVELY EFFECTIVE ON SEPTEMBER 28, 2015 PER PREVIOUS COUNCIL ACTION FROM SEPTEMBER 23, 2015. COUNCIL MEMBER KARR SECONDED THE MOTION. MOTION CARRIED 5-0. 10.4. DJV Consulting Agreement The Agreement between the City and DJV Consulting LLC. was presented. Dan Vogt explained that he provides local government services to local communities and he has 37 plus years of governmental experience. Mr. Vogt further noted that he is currently an administrative consultant with the cities of Little Falls and Crosslake. The consensus of the Council was to continue to have Mr. Vogt attend a few of the upcoming Council meetings as they transition to the City Administrator position.
