Presentations
5.1. 2016 Preliminary Levy
Nancy Malecha discussed the 2016 preliminary budgets and levies with
the Council. She noted thatthe preliminary general revenue tax levy
reflects a $157,800 (10.58%) increase from 2015 and the 2016 General
Fund budget reflects $82,500 of fund balance for one-time expenditures.
The preliminary levy can be reduced prior to setting the final levy in
December, but it cannot increase.
Mayor Sjoblad stated that 2016 will be the last year for the tax equalization
phase-in and that minimal levy increases in the past has impacted the
City's infrastructure.
Council Member Akerson noted that his taxes, in the former Sibley
Township, have increased and people cannot support this increase.
He sees the need for infrastructure but the preliminary levy amount is still
too high.
Council Member Loukota stated that the City's inability to increase the
preliminary levy in the future makes it logical to pass it as presented with
the understanding that it could decrease.
Council Member Karr stated that it is difficult to change the preliminary
levy amount at this time without knowing the City's tax capacity and tax
rates.
COUNCIL MEMBER LOUKOTA MOVED TO ADOPT RESOLUTION 15-
24 SETTING THE PRELIMINARY 2016 TAX LEVIES AS FOLLOWS.
