TEMPORARY EXPANSION OF PREMISES LICENSE FOR THE <br /> AMERICAN LEGION ON SEPTEMBER 5TH <br /> COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br /> 4. Open Forum <br /> No one appeared for open forum. <br /> 5. Presentations <br /> 5.1. 2016 Preliminary Levy <br /> Nancy Malecha discussed the 2016 preliminary budgets and levies with <br /> the Council. She noted thatthe preliminary general revenue tax levy <br /> reflects a $157,800 (10.58%) increase from 2015 and the 2016 General <br /> Fund budget reflects $82,500 of fund balance for one-time expenditures. <br /> The preliminary levy can be reduced prior to setting the final levy in <br /> December, but it cannot increase. <br /> Mayor Sjoblad stated that 2016 will be the last year for the tax equalization <br /> phase-in and that minimal levy increases in the past has impacted the <br /> City's infrastructure. <br /> Council Member Akerson noted that his taxes, in the former Sibley <br /> Township, have increased and people cannot support this increase. <br /> He sees the need for infrastructure but the preliminary levy amount is still <br /> too high. <br /> Council Member Loukota stated that the City's inability to increase the <br /> preliminary levy in the future makes it logical to pass it as presented with <br /> the understanding that it could decrease. <br /> Council Member Karr stated that it is difficult to change the preliminary <br /> levy amount at this time without knowing the City's tax capacity and tax <br /> rates. <br /> COUNCIL MEMBER LOUKOTA MOVED TO ADOPT RESOLUTION 15- <br /> 24 SETTING THE PRELIMINARY 2016 TAX LEVIES AS FOLLOWS. <br />
