City Council Minutes <br /> November 1, 2011 <br /> Page 8 <br /> The Clerk provided the Council with four quotes for video taping the <br /> Council meetings. She explained that Cascade Computers will be <br /> assisting in the process of getting the necessary equipment and/or <br /> software for the conversion process. <br /> COUNCIL MEMBER MALECHA MOVED TO ACCEPT THE QUOTE <br /> FROM MUSIC GENERAL FOR VIDEO CAMERA PLAYBACK <br /> EQUIPMENT IN THE AMOUNT OF $1,484.44 PLUS THE UPGRADE OF <br /> THE DVD RECORDER FOR $275, AND TO PURCHASE A LAPTOP <br /> COMPUTER FROM CASCADE COMPUTERS AS PROPOSED FOR <br /> $1,005 TO BE FUNDED FROM THE CAPITAL OUTLAY CARRYOVER— <br /> CABLE TV FRANCHISE FUNDS. COUNCIL MEMBER AKERSON <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 11.6. Consider Upgrade to City Web Site <br /> The Clerk informed the Council that a proposal to update the City web site <br /> was presented to the Council a couple of months ago. The Council <br /> postponed a decision on this upgrade until quotes could be presented for <br /> video taping the Council meetings for play-back on the cable TV public <br /> access channel. The Council also wanted to be assured that the City <br /> would be able to video stream the Council meetings on the web site. <br /> The Clerk requested the Council to upgrade the City's website using its <br /> existing web provider, GovOffice. She recommended the "Progressive" <br /> Custom Design Package at a cost of$2,000. The Clerk recommended <br /> that funding for the web upgrade come form the Capital Outlay Carryover <br /> Funds. <br /> The Clerk reminded that Council that she had previously received two <br /> other proposals, one for$2,500 and another at $4,950. <br /> COUNCIL MEMBER AKERSON MOVED TO PURCHASE THE <br /> PROGRESSIVE WEB DESIGN PACKAGE FROM GOVOFFICE FOR <br /> $2,000 TO BE FUNDED FROM CAPITAL OUTLAY CARRYOVER <br /> FUNDS. COUNCIL MEMBER MALECHA SECONDED THE MOTION. <br /> MOTION CARRIED 4-0. <br /> 11.7. Heartland Cable Commission — Franchise Fee <br /> The Clerk informed the Council that the City has been issued a check in <br /> the amount of$5,944 from the Heartland Cable Commission. The Clerk <br /> noted that in the past the Council has designated these funds as capital <br />
