City Council Minutes <br /> August 18, 2015 <br /> Page 3 of 4 <br /> Discussions took place regarding bonding options, fund balance <br /> commitments, new home construction, wage increases, and gas tax <br /> funding. <br /> Nancy Malecha stated that the preliminary levy should be determined with <br /> the understanding that it can be lowered before the final levy certification <br /> in December but it cannot increase. Sandy Peine reiterated that the <br /> preliminary levy amount is what the taxpayers will see on their proposed <br /> property tax statements that are mailed out in November. <br /> Mayor Sjoblad noted that the budget presented is too high and all <br /> departments may need to cut across the board. <br /> Council Member Pederson questioned what the Council is willing to <br /> accept for a levy increase and if more expenditures could be funded by <br /> fund balance. <br /> Council Member Loukota would like to use fund balance monies for the <br /> Chamber building paint and the park plan development and he would like <br /> staff to look at other expenditure items as well. <br /> Council Member Pederson stated that the Council needs to determine <br /> what is imperative and prioritize. <br /> The consensus of the Council was to direct the Finance Administrator to <br /> review the City's 2016 preliminary budget to determine one-time <br /> expenditures that can be funded by fund balance for a levy reduction of <br /> approximately $30,000 and take into consideration the park plan <br /> development project and paint for the Chamber building. <br /> 6. Adiournment <br /> There being no further business COUNCIL MEMBER LOUKOTA MOVED <br /> TO ADJOURN. COUNCIL MEMBER PEDERSON SECONDED THE <br /> MOTION. MOTION CARRIED 5-0. <br /> The meeting of the City Council adjourned at 7:07 p.m. <br />
