had hoped to upgrade our camera system with Digital Ally as
they would have provided us a $15,000 credit towards the new
cameras; however, their system has been very unreliable and
problematic for quite some time.
The Police Department decided that the Panasonic Arbitrator
camera system is the better system. Arbitrator cameras have
been installed in squad cars and are all working exceptionally
well. However, we do not have enough funds in our 2015
budget for this unforeseen expense.
In addition to the camera expense, the PLPD had to
unexpectedly purchase three squad computers this year. The
State initially advised that our current computers were
sufficient and then later determined that they were outdated
and shut State access down to these computers. Unfortunately
this added approximately $5,000 in expenses to the PLPD that
was not planned as the State initially advised our computer
systems were sufficient.
We are requesting Council authorization to purchase the
Panasonic Arbitrator camera system and utilize fund balance
monies to offset the extra expense incurred of approximately
$19,757 (see attached spreadsheet).
Council Action Requested: Council motion authorizing the
purchase of the Panasonic Arbitrator camera system for the
Police Department in the amount of$36,242 with the extra
expense of$19,757 to be funded by general fund balance.
