8. Any dangerous, unguarded machinery in any public place, or so situated <br />or operated on private property as to attract the public. <br />9. Waste water cast upon or permitted to flow upon streets or other public <br />property. <br />10. Accumulations in the open of discarded or disused machinery, household <br />appliances, automobile bodies, or other material, in a manner conductive to the <br />harboring of rats, mice, snakes, or vermin, or the rank growth of vegetation <br />among the items so accumulated, or in a manner creating fire, health, or safety <br />hazards from such accumulation. <br />11. Any well, hole, or similar excavation which is left uncovered or in such <br />other condition as to constitute a hazard to any child or other person coming on <br />the premises where it is located. <br />12. Obstruction to the free flow of water in a natural waterway or a public <br />street drain, gutter, or ditch with trash or other materials. <br />13. The placing or throwing on any street, sidewalk, or other public property <br />of any glass, nails, tacks, bottles, or other substance which may injure any person <br />or animal or damage any pneumatic tire when passing over such substance. <br />14. The depositing of garbage or refuse on a public right-of-way or on <br />adjacent private property. <br />15. Noisy assembly, which shall mean a gathering of more than one person in <br />a residentially zoned or used area of building between the hours of 10:00 p.m. and <br />6:00 a.m. that would be likely to cause significant discomfort or annoyance to a <br />reasonable person or normal sensitivities present in the area considering the time <br />of the day and the residential character of the area. <br />A. Participating in, visiting, or remaining at a gathering knowing or <br />having reason to know that the gathering is a noisy assembly <br />except the person(s) who have come to the gathering for the sole <br />purpose of abating the disturbance. <br />16. Knowingly permitting real estate under one's care or control to be used for <br />a noisy assembly, as previously described. <br />17. The sounding of any horn or signal device on an automobile, motorcycle, <br />bus or other vehicle while not in motion, except as a danger signal or traffic <br />warning. <br />18. The use of any automobile, pickup truck, motorcycle, or other vehicle <br />which is not reasonably maintained and which causes noise which would be likely <br />
