Storm Drainage System: <br /> Storm drainage is available in the Business Park, along the Paul Bunyan Trail from <br /> County Road 11 north, along Second Street, across from UBC, and along Brown Street to <br /> a low spot west of Ash Street. There are several infiltration basins at various locations <br /> throughout the City—some are private and some are public. The Planning Commission <br /> is requiring stormwater retention on private properties when issuing permits. <br /> There is no master plan or specific areas that need to be considered. Several locations <br /> come to mind: Old Catholic church, Little Pine Plaza, Government Drive, and Old 371. <br /> 2006 Road Plan: <br /> The Road Plan that the City began developing in 2006 was for the through-town <br /> alignment. Although the highway is being planned on the alternate alignment the City <br /> should still look at major corridors. Alternate routes need to be discussed. The existing <br /> Highway 371 will be a roadway the City will need to deal with, such as development and <br /> traffic. Planning is important—look ahead and not let a development push the City <br /> someplace it doesn't want to go. <br /> If a Road Plan is not going to be used as a tool, we shouldn't spend time creating one. <br /> A map indicating state, county, city,private and platted but not built roads would be <br /> helpful. <br /> The City has a road plan list to update streets. Most streets are paved except those that <br /> are shared with other entities. The City's policy is not assessing for paving roads. <br /> 2. Planning for Growth—Discussion <br /> The City should encourage redevelopment within the core service area as much as we can <br /> and as much as the market will bear. The City should decide where development should <br /> take place, lot sizes, etc. <br /> Paying for expansion of services could be by developer or by assessment. Each city has <br /> different assessment policies. Water and wastewater are enterprise funds; debt payment <br /> is from the water/wastewater users. <br /> The Planning Commission could use some of this information in the Infrastructure <br /> Section—capacity of system, lifespan, cost to maintain or replace. The Road Plan could <br /> be used in the Transportation Section. <br /> Having a 5-year road plan and a list of water/wastewater that needs to be upgraded would <br /> be beneficial. The Council needs to know what they are and where they are. The City <br /> needs to encourage infill along existing water/wastewater to get to capacity.
