�y�; Springsted <br />Urban and Rural District Tax Rate Phase-In Analysis <br />Pequot Lakes, Minnesota <br />Work Plan <br />Objective(s) <br />March 2013 <br />To analyze a phase-in of the current rural tax rate to that of the urban tax rate over a multi-year phase in <br />period and outline the impact to various taY payers. An additional option will be provided to review <br />current service levels within the City that may warrant a different tax rate for the urban and rural <br />districts. <br />Deliverables: <br />Memo outlining the tax rate phase in period and the impact on residential properties of varying <br />values <br />Compensation <br />We propose to complete the analysis as described in this work plan at our hourly rates indicated below, <br />with a fee not to exceed $1,500. <br />2013 Standard Hourly <br />Fee Schedule <br />Title <br />Principal & Senior Officer <br />Officer & Project Manager <br />Senior Associate <br />Associate <br />Support Staff <br />Option 1 <br />Rate <br />$220 <br />$190 <br />$155 <br />$145 <br />$ 65 <br />Should the City wish to further evaluate if there should be a t� rate differential between the urban and <br />rural service districts within the City, Springsted proposes to meet with City department heads to <br />determine any service rate differential and prepare recommended urban and rural tax rates. Because this <br />option would require visits with City staff and a review of the urban and rural districts, additional time <br />and expense would result in a proposed fee of $7,500 for this option. <br />However, should the City wish to analyze the services provided to the rural and urban service districts <br />independently and provide Springsted with the costs related to each district, we will provide a <br />recommended urban and rural tax rate and multi-year phase-in for an additional $1,000 (above the $1,500 <br />option). <br />
