P City Iii\ <br /> Lakes <br /> COUNCIL REPORT <br /> Application: Ordinance Amendment Regarding Gas Pricing and Digital <br /> Displays <br /> Applicant: City of Pequot Lakes <br /> Background Information: <br /> At the June, 2015 Planning Commission meeting it was determined that the <br /> section of the Sign Ordinance pertaining to gas pricing is in conflict with the <br /> section regarding Dynamic Displays. A public hearing was held at the July 16, <br /> 2015 Planning Commission meeting. <br /> Gas pricing signs were restricted to five (5) digits per face, or one gas price per <br /> side of the sign. The height of the LED digit may not exceed sixteen (16) inches. <br /> Dynamic Displays allow the total amount of area for a dynamic display not to <br /> exceed 32 square, with each side of a two-sided sign to be counted toward the <br /> amount of signage allowed. The minimum duration of the display is two (2) <br /> hours and must be static, with no flashing, scrolling, twirling, or change of color. <br /> To maintain the "small town feel" referenced in the Comprehensive Plan, <br /> lettering shall resemble an old fashioned marquee with the individual letters, <br /> symbols and numbers not being less than eight (8) inches in height. The displays <br /> must use two colors, one color for the solid background and the second color <br /> shall be used for the letters, symbols and numbers. <br /> Staff has prepared an ordinance amendment that would delete the section for <br /> displaying gas pricing. The strilEetlifeugh language in the attached amendment is <br /> proposed to be removed. <br /> Applicable Regulations: <br /> Section 17-13.4 AMENDMENT <br /> The City Council may adopt amendments pursuant to Minn. Stat. §462.357, as amended, <br /> to either the Zoning Chapter, Zoning Map or Overlay Maps in relation to the land uses <br /> within a District or the boundaries of the District(s). Such amendments shall not be <br /> issued indiscriminately, but shall only be used as a means to reflect changes in the goals <br /> of the community or changes in the conditions of the City. <br /> D. The City Council shall review the recommendations and shall <br /> make a timely decision. The City Council may amend the Land <br /> Pequot Lakes Council Report Recommendation#1 <br /> August 4,2015 <br />
