I have long been concerned about the City's regulations regarding signs, specifically as those
. regulations may confuse drivers, create hazardous conditions, force property owners to make
expensive changes to their signs and overly restrict the rights of property owners. The Planning
Commission is currently considering an application requesting changes to the City's sign
regulations. This is an excellent opportunity to address my concerns and the concerns of many
property owners, business owners and voters in Pequot Lakes.
To that end, I offer the following motion:
I make a motion that the City Council hereby calls on the Planning Commission to undertake the
following:
1. At the regular March Planning Commission meeting, make a formal recommendation to the City
Council regarding the pending application on digital gas price displays. The narrow issue under
consideration in this application should be acted on in March and not tabled to a subsequent meeting.
The City Council will then be able to act on this request at the April Council meeting.
2. At the March and subsequent Planning Commission meetings, undertake a review of the City's sign
ordinances, engaging with property owners, business owners and residents in the process, to ensure that
` City sign regulations:
a. are the least restrictive possible and minimize permitting processes , costs and other
obstacles to businesses and their growth or remodeling plans, and
b. safeguard the rights of property owners without offending community standards,
which will be clearly defined in the ordinance, and
c. are written in a manner that is clear, objective, and understandable to the average
person, and can be fairly applied.
establish a clear and enforceable standard that can be fairly applied.
