COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0. 9. Public Works 9.1. City Engineer Verbal Update City Engineer Tim Houle gave the following reports. North Washington Avenue A committee of Council Member Sjoblad, Council Member Gardner, Mike Loven and Tim Houle met to discuss aesthetics. Many possible enhancements were discussed including decorative street lights, banners, flower baskets, art, kiosks, retaining waits, planter urns, benches, bike racks, trash receptacles, sidewalk pavers, stamped and/or colored concrete sidewalks, architecturally scored sidewalks, text in sidewalks, water features, and crosswalks. The committee's thought was to look at decorative street lights more so along the CSAH 11 / Main Street corridor than north and south on Washington. However, the CSAH 11 / Main Street corridor would have to be worked on so that we could pick something appropriate for the south end of this project. We could possibly guess and at least put in underground conduit for the future. Part of any decorative pole is to determine what, if any, banners, hanging flower baskets, or decorations will be placed on the poles. The committee looked at water features in the bump outs. Because they require electrical and need proper sloping and drainage, and considering the amount of time each year they would be available, the Committee did not wanto look into it further. The committee discussed different alternatives on art, kiosks, planter urns, benches, bike racks, and trash receptacles in the bump outs. The committee recommends using quality materials and good coatings that would last for the long-term. Having a unifying look is important. The Committee decided that if private property owners want some of these features, they could purchase them from the City. The City would provide them (going back to that unifying look) and install them in the R/W. Council Member Pederson stated that if the property owners would not provide the amenities, it would be important for the City to cover the costs.
