City Council Minutes <br />August 7, 2023 <br />Page 6 of 8 <br />5. Onsite wells shall conform to the Minnesota Department of Health Rules and <br />Regulations. <br />6. Prior to submittal of the final plat application, the developer shall pay a park <br />dedication fee in the amount of $7,521.28 in accordance with Section 17-9.10 <br />"Dedication to the Publio--Standards." <br />a. 8 proposed lots x 2.26 people per household (according to State <br />Demographer) x $416 per expected resident = $7,521.28 <br />7. The City Engineer shall review and approve all plans for public improvements prior <br />to final plat approval. <br />8. Crow Wing County Highway Department shall review and approve proposed <br />access to County Road 11. <br />MAYOR GARDNER MOVED TO APROVE THE PRELIMINARY PLAT OF THE <br />HOMES ON FIREWATCH WAY BASED ON 18 FINDINGS OF FACT AND 8 <br />CONDITIONS OF APPROVAL. COUNCIL RONNING SECONDED THE MOTION. <br />MOTION CARRIED 5-0. <br />7. Fire <br />7.1. Fire District Report <br />The July 10, 2023 Joint Powers Board Minutes, July 10, 2023 Joint Powers Board <br />Agenda, and the June and July Activity Reports were presented to the Council. <br />8. Police <br />8.1. Police Department Report <br />The June 2023 Police Department report was presented to the Council. <br />8.2. Community Policing Recognition <br />Chief Davis presented the staff report. <br />Mayor Gardner said he would like to recognize Officer Brad Peters for assisting drivers <br />with flat tires especially in the heat. Shelia Holley stated that Chief Davis is doing a great <br />job and thanked him for his service. <br />8.3. Marijuana Ordinance Discussion <br />Police Chief Mike Davis would like to see the City Council move forward with something <br />not allowing people to smoke in public places. He presented the proposed County <br />ordinance and suggested creating a similar one for Pequot Lakes. Rich Spiczka said <br />they can monitor County Board meeting for discussion regarding this ordinance. <br />9. Public Works <br />9.1. Public Works Report <br />
