The City Engineer shall review and approve all plans for public improvements prior to final plat approval. 8. Crow Wing County Highway Department shall review and approve proposed access to County Road 11. MAYOR GARDNER MOVED TO APROVE THE PRELIMINARY PLAT OF THE HOMES ON FIREWATCH WAY BASED ON 18 FINDINGS OF FACT AND 8 CONDITIONS OF APPROVAL. COUNCIL RONNING SECONDED THE MOTION. MOTION CARRIED 5-0. 7. Fire 7.1. Fire District Report The July 10, 2023 Joint Powers Board Minutes, July 10, 2023 Joint Powers Board Agenda, and the June and July Activity Reports were presented to the Council. 8. Police 8.1. Police Department Report The June 2023 Police Department report was presented to the Council. 8.2. Community Policing Recognition Chief Davis presented the staff report. Mayor Gardner said he would like to recognize Officer Brad Peters for assisting drivers with flat tires especially in the heat. Shelia Holley stated that Chief Davis is doing a great job and thanked him for his service. 8.3. Marijuana Ordinance Discussion Police Chief Mike Davis would like to see the City Council move forward with something not allowing people to smoke in public places. He presented the proposed County ordinance and suggested creating a similar one for Pequot Lakes. Rich Spiczka said they can monitor County Board meeting for discussion regarding this ordinance. 9.
