Mr. Weiers stated that he would assist the <br /> Council with this at a slightly lower rate. <br /> Mr. Weiers informed the Council that the timeframe for the hiring process <br /> will take approximately 3'/-4 months. <br /> It was the consensus of the City Council to place this item on the May 5th <br /> City Council agenda. <br /> 4. Highway 371 — Road Turnbacks <br /> Tim Houle began the discussion by informing the Council that county <br /> roads with 1-2 digits are funded by gas tax and county roads with 3 digits <br /> are funded by local support. <br /> Tim Bray explained that he has heard that the perception of his letter to <br /> the City was harsh. He stated that this was not his intent but time is of the <br /> essence as there is only six weeks remaining to reach an agreement on <br /> the turnback issues. He clarified that the turnbacks would not occur until <br /> 2018 and he questioned the study prepared by Springsted regarding the <br /> fiscal cliff in 2025. Mr. Bray felt comfortable with the County's numbers <br /> and noted that they are conservative. <br /> Rob Hall reviewed with the Council how the $5,652,500 in turnback funds <br /> was determined and he noted that these amounts represent the average <br /> of the County's numbers and the City's numbers. He reiterated that the <br /> funds will be given to the City and the City will do the construction. Mr. <br /> Hall stated that if the County retains ownership of the proposed turnbacks, <br /> it could be a decade before the proposed construction would occur. <br /> Council Member Loukota questioned who provides the maintenance on <br /> the traffic signals on County Road 11. Rob Hall stated that the City <br /> currently maintains the signal and the State controls the timing. Council <br /> Member Pederson questioned if County Road 11 becomes a City road <br /> could the traffic signals be removed. Rob Hall stated that it would have to <br /> be reviewed and if the signals were not warranted then removal may be a <br /> possibility. <br /> Mayor Sjoblad wondered if the traffic count estimates on the existing <br /> Highway 371 have changed. Tim Bray stated that the original EIS <br /> predicted the traffic counts would increase to present counts by 2030. <br /> However, the EIS has been updated to reflect the new layout of one <br />
