AGENDA ITEM # 8.2

REPORT TO CITY COUNCIL

Report Prepared by: Mike Davis, PLPD Chief

Date: April 1st, 2024

Subject: School Resource Officer update

Report: Clarifications to the law passed last year restricting the force a School
Resource Officer can use when restraining students in MN schools
have now been signed into law.

The latest version clarifies the wording of the law, most notably
stating that officers are not school employees and, therefore, not
subject to the tighter restrictions on force. However, restrictions such
as a ban on chokeholds will remain in place. The law requires SRO
training on topics like de-escalation and responding to mental health
crises.

The final version passed the House by a vote of 119-9 and passed the
Senate 61-3. Governor Walz then signed the bill into law on March
14, 2024.

At this point we plan to place an SRO back into the school at the
beginning of the next school year.

Council Action Requested: No council action requested.
