AGENDA ITEM # 8.2 <br /> <br /> <br /> <br /> <br />REPORT TO CITY COUNCIL <br /> <br />Report Prepared by: Mike Davis, PLPD Chief <br /> <br />Date: April 1st, 2024 <br /> <br />Subject: School Resource Officer update <br /> <br />Report: Clarifications to the law passed last year restricting the force a School <br />Resource Officer can use when restraining students in MN schools <br />have now been signed into law. <br /> <br />The latest version clarifies the wording of the law, most notably <br />stating that officers are not school employees and, therefore, not <br />subject to the tighter restrictions on force. However, restrictions such <br />as a ban on chokeholds will remain in place. The law requires SRO <br />training on topics like de-escalation and responding to mental health <br />crises. <br /> <br />The final version passed the House by a vote of 119-9 and passed the <br />Senate 61-3. Governor Walz then signed the bill into law on March <br />14, 2024. <br /> <br />At this point we plan to place an SRO back into the school at the <br />beginning of the next school year. <br /> <br /> <br /> <br />Council Action Requested: No council action requested. <br /> <br /> <br /> <br /> <br />
