Special Meeting City Council Minutes
January 16, 2024
-----------------------------

Gardener clarifies that we would be hiring a General Contractor who would
ultimately subcontract services. Mr. Houle says the current gravel parking lot
being paved with curbs and gutters is also part of this project.

Mayor Gardner asks whether this structure will have a utility room that will also
house the splash pad controls. Public Works Supervisor, Nick Roy, responds that
it is doable, however, it would make things much messier than we probably want
to get into. Mr. Houle provides a plan map for viewing that was previously
approved by Council with the grant application but hasn’t been reviewed for
some time. Council Member Ronning asks whether the plan was to have this
structure heated in the winter. Mr. Houle responds stating this structure would be
winterized and not have heating involved.

Mr. Houle updates the grant that was previously discussed for a 50/50 match.
However, that was based on the current design plan. However, if there were any
changes, additions, or upgrades that additional expense would fall on the City at
that point. Mr. Roy inquires whether there is also an option for an ADA grant. Mr.
Houle says there are some, but they don’t typically fit in line with the DNR Grant.
Discussion ensues on the current estimates. The City was awarded a grant
based on estimated eligible costs of $530,810. The estimated fee to provide the
design, bidding, and construction phase services is $60,000. The consensus of
Council is to move on this now and they agree with the current proposal. Mr.
Lind, with the Park Board is present and gives input that they are looking for
Council to give this approval so this project can move forward. They have been
wanting to get this going for quite some time.

COUNCIL MEMBER RONNING MOVES TO ACCEPT THE PROPOSAL FROM
WIDESETH AND MOVING FORWARD WITH 2024 CONSTRUCTION.
COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION
CARRIES 3-0.

3. Adjournment

There being no further business, COUNCIL MEMBER RONNING MOVED TO
ADJOURN. COUNCIL MEMBER PEDERSON SECONDED THE MOTION.
MOTION CARRIED 3-0.

The meeting of the City Council adjourned at 4:56 p.m.

Respectfully submitted,

________________________________
Emily Johnson
Deputy Clerk/Police Department Assistant

________________________________
Tyler Gardner
