work hours, the Steward shall be obligated to respond to the needs of the service if called upon to <br />do so. <br />4.4 The Employer shall make space available on the employee bulletin boards (physical or electronic) <br />for the posting of Union notices and announcements. All notices posted on the bulletin board <br />shall be initiated, initialed, and dated either by the Business Representative or a Steward. No <br />material shall be posted on the bulletin board which is derogatory to the Employer, its <br />management, or facilities or derogatory to individuals either expressly or by implication. The <br />Employer reserves the right to remove any material that is inconsistent with this paragraph and <br />shall promptly advise the Business Representative or Steward if the Employer has removed <br />material. <br />4.5 The Business Agent of the Union, upon request to the Police Chief, shall be granted permission to <br />enter upon the Employer's premises at times mutually satisfactory to the Business Representative <br />and the Police Chief, for the purpose of (1) meeting with the Police Chief or, with the permission <br />of the Police Chief, with individual employees; (2) attending a Step 1 or Step 2 grievance meeting <br />with the Employer representative; or (3) meeting with bargaining unit employees on an individual <br />basis during non -work periods In a non -work area at a meeting place designated by the Police <br />Chief. During such visits the Business Representative shall not interfere with the service or <br />operations of the Employer or with on -duty employees. <br />ARTICLE 5 <br />EMPLOYEE RIGHTS - GRIEVANCE PROCEDURE <br />5.1 Definition of a Grievance: A grievance is defined as a dispute or disagreement as to the <br />interpretation or application of the specific terms and conditions of this Agreement. <br />5.2 Union Representatives: The Employer will recognize representatives designated by the Union as <br />the grievance representatives of the bargaining unit having the duties and responsibilities <br />established by this Article. The Union shall notify the Employer in writing of the names of such <br />Union representatives and of their successors when so designated as provided by Article 5.3 of <br />this Agreement. <br />53 Processing of a Grievance: It is recognized and accepted by the Union and the Employer that the <br />processing grievances as hereinafter provided is limited by the job duties and responsibilities of <br />the employees and shall therefore be accomplished during the normal working hours only when <br />consistent with such employee duties and responsibilities, and subject to the approval of the <br />Employer. The aggrieved employee and a Union representative shall be allowed a reasonable <br />amount of time without loss of pay when a grievance is presented to the Employer during normal <br />working hours provided that the employee and the Union representative have notified and receive <br />the approval of the Employer, based on the • Employer's determination that such absence is <br />reasonable and would not be detrimental to the work programs of the Employer. <br />5.4 Procedure: Grievances, as defined by Article 6 shall be resolved in conformance with the <br />following procedure: <br />STEP 1: An employee who wishes to grieve a dispute shall reduce the grievance to writing <br />setting forth the nature of the grievance, the facts upon which it is based, the section or sections of <br />4 <br />
