Gly of IiEO <br />equotj [� <br />bakes_ <br />Planning Commission Findings: The Planning cCommission provides the <br />following findings of fact for consideration by the City Council: <br />1. The applicant is proposing to rezone 39.8 acres from Agriculture to Forest <br />Management. <br />2. The subject property is located at 3225o Rolling Meadows Ln (PIN <br />290205o8) and contains a single-family dwelling and multiple accessory <br />structures located in the southwest corner of the property. <br />3. The property is served by a compliant subsurface sewage treatment system <br />and private well. <br />4. The subject property is located not located in the Shoreland Area. <br />5. The vegetative cover of the subject property consists of trees and grasses. <br />6. The subject property is not adjacent to a public water body so "in -water <br />physical characteristics" and recreational use of surface water will not be <br />impacted by rezoning the property. <br />7. The subject property is accessed via a private easement and Rolling <br />Meadows Ln. <br />8. The proposed zoning classification does not increase the socio-economic <br />development needs of the public. <br />9. The public sewer and water utilities are not available in the vicinity of the <br />subject property. There are no plans to extend the public utilities to the <br />area of the subject property. <br />lo. The subject property does not contain any known significant historical or <br />ecological value. <br />11. The property is adjacent to property zoned "Forest Management" to the <br />north/northwest and east, "Rural Residential" to the east/southeast and <br />"Agriculture" to the south, west/southwest. <br />12. The proposed rezoning is in conformance with the City of Pequot Lakes <br />Comprehensive Plan. <br />13. The future land use map identifies the subject property as "Agriculture." <br />Rezoning the property to "Forest Management" classification is consistent <br />with the future land use map/comprehensive plan since both "Agriculture" <br />and "Forest Management" allow for rural -type development (e.g. large <br />minimum lot sizes, setbacks, etc.). <br />City Council Direction: The City Council can approve, deny, or table this <br />rezoning request. Findings of fact should be cited if the decision is for approval <br />or denial. <br />Planning Commission Recommendation: The Planning Commission <br />recommends the rezoning request be approved based on 13 findings of fact <br />(above) with no conditions of approval. <br />Separate motions are required to adopt the attached ordinance amendment for <br />the rezone and summary publication. <br />Pequot Lakes Council Report 4.2 - 5 <br />February 5 2024 <br />
