City Council Minutes <br />January 2, 2024 <br />Page 7 of 10 <br />Mayor Gardner and Council Member Pederson add to the discussion they <br />believe this committee is going to be great for input moving forward. Council <br />Member Pederson states it is keeping the big picture and adding pieces, so that <br />it is a progression and not all at once. He mentions one of the hot areas is the <br />NW Area. He states one question he does have on that would be timelines. If <br />someone was to walk in here and ask how long it would be to get water and <br />sewer to the property, whether there are obstacles to get these projects <br />completed, etc. Mr. Houle responds in a separate study analyzing the City's <br />current water and wastewater systems and whether they can handle taking on <br />more or if they need to be updated, changed, moved or new systems added. He <br />adds when the draft is presented at February's meeting, you can then start <br />getting your arms wrapped around dollars. <br />Council Member Pederson inquires of Mr. Houle about the ballpark timeline of a <br />build starting. He replies that we have this study phase, then get into budgeting. <br />Once the priorities are decided, you would then move to a design phase and then <br />a construction phase. He gives an example of timelines and states if decisions <br />are made quickly, and council members can find funding for a specific project <br />and get it approved by the end of 2024 you could potentially roll on that in 2025. <br />Overall, two years would be a fairly fast timeline. <br />9.4. Bobber Tower Maintenance/Repair <br />Mayor Gardner states they have a quote from $15,000 to remove the jacket <br />around the pipe of the water tower. Mr. Schwartz explains the jacket is covering <br />the pipe that runs up the center of the water tower, and inside the jacket is <br />insulation. He states they would remove the pipe entirely. <br />Mayor Gardner states on December 4, 2006, City Council signed a maintenance <br />agreement with the Chamber of Commerce. In the agreement, it states the <br />Chamber would be responsible for all maintenance of the Bobber Water Tower. <br />The terms of the agreement were never met, and the Chamber does not have <br />funding available for this. Council Member Pederson brings to attention the water <br />tower is Bobber Park and believes that this should be a park expense. <br />Discussion ensues on where the expense and responsibility should fall. Council <br />Member Ronning asks what would happen if we chose to do nothing. Mr. <br />Shwartz responds stating the jacket is separated toward the top and it will <br />continue to happen. If would not be a good look. He adds that it is not a safety <br />issue, as it will not fall off and injure anybody. Mr. Schwartz says this is not <br />something he would consider doing until Spring and we have time to reach out <br />and get a plan together. Council Member Ronning questions when current jacket <br />was repaired and who paid for that repair. Mr. Schwartz states the repair of the <br />jacket was 15-20 years ago. Mayor Gardner suggests not moving on this today <br />and in the meantime, he will reach out to the Chamber to have a meeting about <br />this. Not to say that the city shouldn't help, because the city dropped the ball on <br />our end of the maintenance agreement as well, but we should at least start with a <br />discussion. <br />
