CITY OF PEQUOT LAKES RESOLUTION 24-09 RESOLUTION GRANTING MUNICIPAL CONSENT FOR HOUSING TRUST FUND WHEREAS: The City of Pequot Lakes has a Housing and Redevelopment Authority (City HRA), which assists and/or manages affordable housing options within our community; and, WHEREAS: Crow Wing County also has a Housing and Redevelopment Authority (County HRA) , which assists and/or manages affordable housing options outside of our community in the areas of the county without a city HRA; and, WHEREAS: MN Statutes provide that if a city has established its own HRA, then a county HRA's levy shall not be extended within the city limits, which makes good sense for the operating expenses of an HRA so no citizen is taxed twice for those operations; and, WHEREAS: The County HRA has established a Housing Trust Fund to be used to facilitate and fund owner -occupied rehab and new workforce housing options in communities throughout the County; and, WHEREAS: The County's Housing Trust Fund levy cannot be extended into a municipality with an HRA without that municipalities consent. Conversely, a municipality cannot participate in funding opportunities within the Housing Trust Fund if its taxpayers are not paying into it; and, WHEREAS: Both the city and the County desire for the city to be able to use these funds for future projects in and around the city; THEREFORE, BE IT RESOLVED: The City of Pequot Lakes hereby grants Crow Wing County and/or the County HRA municipal consent to levy within the city limits at a tax rate consistent with that applied to other areas of the county but only for purposes of the Housing Trust Fund.
