City Council Minutes <br /> January 2, 2024 <br /> Page 2 of 10 <br /> Council Member Pederson requests a brief discussion before moving on. He <br /> recognizes how fortunate we are, being a small town, to have the newspaper in <br /> our city as our official newspaper. <br /> MOTION CARRIED 3-0. <br /> Mayor Gardner opens discussion on 3.8, 2024 Fee Schedule. Police Chief Davis <br /> requests to change the fee for Civil Service from $25 to $50. He states Crow <br /> Wing County charges roughly $75, which he believes is a little high, but thinks <br /> that bumping it to $50 would be appropriate. Mayor Gardner inquires how much <br /> time goes into serving civil documents. Police Chief Davis responds stating it <br /> could be up to an hour of time and potentially several different attempts to <br /> contact someone, especially if they aren't home, etc. <br /> COUNCIL MEMBER CLEMENT MOVES TO AMEND THE FEE FOR CIVIL <br /> SERVICE FROM $25 TO $50. COUNCIL MEMBER PEDERSON SECONDED <br /> THE MOTION. MOTION CARRIED 4-0. <br /> COUNCIL MEMBER PEDERSON MOVES TO APPROVE THE 2024 FEE <br /> SCHEDULE AS AMENDED. COUNCIL MEMBER RONNING SECONDED THE <br /> MOTION. MOTION CARRIED 4-0. <br /> 4. Open Forum <br /> Community member, Jeannie, presents a newly created City of Pequot Lakes <br /> flag. She states she is proud of what has been created and recognizes Pequot <br /> Lakes Schools student, Jobi, for his contributions in creating the flag. She would <br /> like to present the flag to Mayor Gardner and the City of Pequot Lakes. <br /> 5. Presentations <br /> 5.1. Hwy 371 Billboard Presentation <br /> Josh Johnson, with Upland Advertising and Design, is presenting on providing <br /> billboard designing and printing. He states they focus on business identity and <br /> branding. In 2018 they were contracted to build and design the billboard on Hwy <br /> 371. Mr. Johnson recently reached out to the City, inquiring if the City is ready to <br /> update the billboard. <br /> Mr. Johnson presents several potential billboard designs and their thought <br /> process in the designs. He says you have seconds to capture someone's <br /> attention as they are driving by. After researching the City of Pequot Lakes, the <br /> word "reconnect" stands out to him, he says, so he put together designs based <br /> on that. Discussion ensues regarding whether local photographs have been sent <br /> to Mr. Johnson for use on the billboard as the examples given are using stock <br /> photos. The City will get them current local photos. <br /> Mayor Gardner asks Mr. Johnson about the proposal/quote provided. It includes <br /> the design and installation.
