City Council Minutes <br /> March 3, 2015 <br /> Page 4 of 8 <br /> probably along Derksen Road, and run new pipe out to the two westerly <br /> pivot irrigators at an estimated cost of$300,000 to $350,000. Mike said a <br /> casing pipe at Derksen might not be a bad idea because when the parcel <br /> between the Paul Bunyan Trail and the new highway is not needed for <br /> spray irrigation, it could be developed; and when it is developed, it will <br /> need water and sanitary sewer; and the sanitary sewer will need a lift <br /> station down in this area; and it would be more efficient to pump from this <br /> lift station through the casing pipe and directly to the WWTF instead of <br /> pumping through 2 or 3 lift stations in the City's present system. The <br /> Council discussed funding concerns and scenarios.The Council did not <br /> have any objections, and agreed that MnDOT's Joint Powers Agreement <br /> offer was fair. <br /> To have as good a chance as possible in meeting the above schedule, the <br /> Mayor asked WSN to bring a Design Engineering Contract the row <br /> irrigation system. The Council added the contract under Other Business. <br /> Tim Houle said WSN would update the City's previous Project Priority List <br /> (PPL) submittal by this Friday with the latest proposed improvements as <br /> part of the Facilities Plan Engineering Agreement Scope. The previous <br /> PPL submittal was for replacing the City's existing pivot spray irrigators. <br /> Being on the PPL does not guarantee funding assistance (low interest <br /> loans, maybe a grant). Tim said he believed it was June when the City <br /> may be able to apply for the Intended Use Plan, or IUP, which would occur <br /> if the project was in the fundable range. <br /> 2. Consider Agenda <br /> COUNCIL MEMBER LOUKOTA MOVED TO APPROVE THE AGENDA. <br /> COUNCIL MEMBER AKERSON SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 3.
