City Council Minutes <br /> March 24, 2015 <br /> Page 2 of 5 <br /> may be the time for the City to begin looking at the possibility of replacing <br /> the Clerk's position with a City Administrator. He explained that the <br /> present Clerk's position is not typical to a clerk's position and has evolved <br /> to more of an Administrator. He stated that if the Council is considering <br /> moving toward an administrator, this is the perfect time with the present <br /> Clerk retiring. <br /> Gary Weiers explained that an Administrator would provide influence and <br /> assistance to departments and help the Council to determine priorities. <br /> With the Council liaison system, there is a gap in operational leadership <br /> when the Council is not always present. <br /> There were members of the public present. They expressed concerns <br /> about not wanting to add an additional employee, there not being a need <br /> for an administrator, and they don't want to see taxes increased. <br /> Council Member Pederson stated that he reviewed the job description and <br /> assignments for a City Administrator and the current clerk is presently <br /> doing over half of the assignments listed as an administrator. Mayor <br /> Sjoblad stated that it would be very difficult for an unretired Mayor to run <br /> the City using the current Council Liaison method, He noted that if the City <br /> decides to hire a Clerk, the present job description needs to be modified to <br /> reflect Clerk duties which passes many of theduties being done by the <br /> present Clerk to Council. <br /> Council Member Karr stated that he asked the LMC if the City is big <br /> enough to move toward hiring an administrator and the answer was yes. <br /> Mayor blad stated that he likes having his pulse on the City and this <br /> could be impacted if a City Administrator is hired. Council Member <br /> Pederson stated that an Administrator would have information and <br /> knowledge of all departments. <br /> Gary Weiers reviewed the next steps in the process. He stated there will <br /> be the need for another meeting to discuss options, review the pros and <br /> cons of the options, and to discuss costs of the options presented. <br /> Mayor Sjoblad requested information on hiring a Clerk or Administrator. <br /> He noted that he wants to be sure to utilize the skills of existing <br /> employees. <br /> 4.
