Special Meeting City Council Minutes
November 14, 2023
-----------------------------

Discussion ensues on the proposed TIF agreements. Mr. Spiczka states that at
some point the developers are going to have to disclose their plans for the
property before they get too far along, to be sure that the Council will approve the
plans. Up until this point, they have kept everything quiet. Mayor Garder inquired
of what the developers are waiting for from the City. Mr. Spiczka replied stating
they are not waiting on us for anything.

3. Request to Hire City Clerk/Treasurer

Mayor Gardner led a discussion of the potential of bringing the applicants from
the previous hiring for Deputy Clerk and reinterview them for the City Clerk
position. Council Member Pederson expressed his want to be sure the next hire
for the position is someone that has specifically previous City Clerk experience.

COUNCIL MEMBER RONNING MOVED TO APPROVE INTERVIEWING
PRIOR APPLICANTS TO FILL THE CITY CLERK POSITION. THE
MOTION WAS SECONDED BY COUNCIL MEMBER CLEMENT.
MOTION CARRIED 4-0.

4. City Administrator and Public Works Supervisor State Date

Mayor Gardner leads a discussion regarding the start dates for the new City
Administrator and Public Works Supervisor. The recommendation from the
personnel committee was to make this effective yesterday. Mr. Spiczka gives
input stating if there has been anything brought to his attention regarding things
in for the future, he has been discussing everything with Ms. Duus already
anyway. Therefore, he doesn’t have any issues with the positions’ start dates
taking effect yesterday, November 13, 2023. Council Members voice concerns
on the legal side of the transition and it was said that we have a ten-day
transitional period and would not have to worry about the legalities with the
transition.

COUNCIL MEMBER PEDERSON MOVED TO MAKE THE EFFECTIVE
START DATE FOR BOTH THE CITY ADMINISTRATOR AND PUBLIC
WORKS SUPERVISOR POSITION YESTERDAY, NOVEMBER 13, 2023.

There was a post-motion discussion with the Council Members and Public Works
Supervisor, Mr. Nick Roy, regarding his comfortability with his new duties and
confirming that he is also ready to take on the role, effective yesterday.

THE MOTION WAS SECONDED BY COUNCIL MEMBER RONNING.
MOTION CARRIED 4-0.

5.
