MEETING OF THE PEQUOT LAKES CITY COUNCIL <br />TUESDAY, NOVEMBER 14, 2023 <br />PEQUOT LAKES CITY HALL <br /> <br />Members Present: Mayor Gardner, Council Members Ronning, Clement, Pederson <br /> <br />Members Absent: Council Member Seils <br /> <br />Staff Present: Rich Spiczka, City Administrator; Angie Duus, City <br />Clerk/Treasurer; Tim Houle, City Engineer; and Mike Davis, Police <br />Chief; Nick Roy, Lead Maintenance Worker; Emily Johnson, <br />Deputy Clerk/Administrative Assistant <br /> <br />1. Call Meeting to Order <br /> <br /> Mayor Gardner called the meeting of the Pequot Lakes City Council to order at <br />6:00 p.m. <br /> <br />1.1. Pledge of Allegiance <br /> <br /> Mayor Gardner led with the Pledge of Allegiance. <br /> <br />2. Summary of Current Projects and Activities <br /> <br />2.1. HOTGL <br /> <br />Mr. Spiczka updates Council Members on the status of the City’s current <br />projects. He states there are some things that have not been listed on the <br />agenda, it is staff things, but he briefly covered those. <br /> <br />1. The Heart of the Good Life <br />a. Purchase agreements for both parcels, the representatives for <br />both parcels have them. Both representatives are hoping to close <br />by the end of the year. <br />b. There is a two-year claw back. It means if they don’t do what they <br />are supposed to after closing within the next two years, the City <br />will get the property back. <br /> <br />Mr. Spiczka also states neither of the roadways are restricted roadways, so it <br />should not be an issue with development and equipment staging. <br /> <br />2.2. Water/Sewer <br /> <br /> Discussion ensues about the requirement by the State to complete a lead line <br />inventory by the end of 2024. Mr. Spiczka states the current plan is to do most of <br />this in-house as they are certain they don’t have any lead lines in town. However, <br />there are funds to contract it out if needed or there may be other uses for the <br />funding if it qualifies, such as putting locations/information (curb stops, hydrants, <br />etc.) into our current GIS system. <br />
