School Referendum Presentation <br /> <br /> Superintendent Kurt Stumph is appearing to show a presentation on the school <br />referendum. He provided copies of absentee ballots and a fact sheet to the <br />Council Members, as well as the public. Mr. Stumph stated the school district has <br />over 1800 students for the first time ever. The district recently had a community <br />planning team that reviewed the current facility and infrastructure. Their opinion <br />and concerns were the deterioration of the facilities, especially the secondary <br />building, as well as traffic and parking. Mr. Stumph updates Council Members on <br />the plan for the referendum, including more classroom space with less shared <br />space for teachers. Another is the Auditorium, that currently seats 325 students, <br />and last would be the need for outdoor spaces, including updating traffic routing, <br />etc. The input was put together and submitted to the Department of Education <br />last June, which had great reviews. <br /> <br /> Mr. Stumph is asking everyone to vote yes to the two questions on the ballot <br />regarding the referendum. <br /> <br />1. Capital Project Levy – 10 years, $500,000. It utilizes our entire tax base vs. <br />only residential, making the tax burden less overall. This can only be used for <br />certain things like technology, buses, vans, and district vehicles. Wording it <br />this way will also allow an offset to other operating costs. <br />2. Bond - $76,500,000. – To be used for safety, security, parking lots, etc. Next <br />would be for Career and Technical education programs like robotics. Last <br />would-be educational needs, such as converting the current auditorium to <br />commons space and building a new auditorium, as well as other needed <br />spaces. <br /> <br />Mr. Stumph answers questions covering increasing after-school programming <br />and services, the effect of tax burdens due to the referendum. <br /> <br /> <br />5.2. Call for Public Hearing for Proposed TIF District 2-2 <br /> <br />Mr. Spiczka explains this is a call for a public hearing, not discussion of anything <br />that would take place at the hearing. The actual hearing is on November 6th. <br /> <br />COUNCIL MEMBER CLEMENT SEILS MOVED TO APPROVE <br />RESOLUTION 23-18 TO CALL FOR A PUBLIC HEARING FOR THE TIF <br />DISTRICT 2-2.
