CITY OF PEQUOT LAKES—CROW WING COUNTY
TH 371 PROJECT RELATED ROADWAY IMPACTS AND REVOCATIONS
FEBRUARY 3,2015
CSAH 11 from proposed bypass to the west
Current City estimate for lump sum turnback=$720,000
Current County estimate for lump sum turnback=$598,000
Bergquist Drive to bypass—full urban reconstruction
Exist.TH 371 to Bergquist—2"mill and overlay,storm sewer and curb&gutter rehabilitation
West of exist.TH 371—2"mill and overlay, storm sewer and curb&gutter rehabilitation
CR 112 from CSAH 11 to new alignment
Current City estimate for lump sum turnback=$954,000
Current County estimate for lump sum turnback=$633,000
CSAH 11 to E.Sibley St.—full urban reconstruction with 8'shoulders
E.Sibley St.to new alignment—2"overlay with widening to provide 4'paved shoulders
New alignment to cul-de-sac—removed as City desires this to become a private drive
Variables used to calculate the estimates shown above include the County cost share policy, future
inflation, contingencies, design engineering, construction and right-of-way.
Total City estimate=$1,674,000
Total County estimate=$1,231,000
Average=$1,452,500
TH 371 from CR 168 to CSAH 17
The County has negotiated with MnDOT an amount of$4.2 million to accept jurisdiction of this roadway
segment. The major items used when estimating are listed below:
CR 168 to Woodman St.—full depth reclamation and resurfacing at existing width
Woodman St.to W.Sibley St.—full urban reconstruction including roundabout at CSAH 11
W.Sibley St.to CSAH 17—full depth reclamation and resurfacing at existing width
TH 371 Interchange
MnDOT cost share procedures lead to a 70%state/30%local breakdown for the interchange. The
County is proposing the same cost share with the city, whereas the City would pay 30%of the County
cost,or 9%of the total interchange. At a current total estimate of$6.2 million, the City share would be
$558,000.
Overall Scenario
The City accepts portions of CSAH 11,CR 112 and TH 371 identified above, along with a lump sum
payment of$5,652,000 using the$1,452,500 average estimate for CSAH 11 and CR 112.
The City has an estimated interchange obligation of$558,000.
Assumptions
• A cost share/turnback agreement is entered into between the City and County in 2015.
• When CSAH 11 and CR 112 are turned back, it will be done with an estimated payment of
$984,500(estimated lump sum payment minus interchange obligation)
• TH 371 segment will be turned back to the City with a$4.2 lump sum payment
• The current schedule would have these turnbacks occurring in July of 2018.
