APPROVAL OF UTILITY BILLING ADJUSTMENT FOR ANDREW <br /> ELLERING. <br /> COUNCIL MEMBER GARTNER SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 4. Open Forum <br /> David Kennedy - 29064 Voyagers Pass. David Kennedy addressed the <br /> Council regarding a lot split that he previously had approved by the <br /> Planning Commission. His issue was with the 2nd condition that was <br /> placed on the lot split requiring him to provide a new certificate of survey <br /> for tract A. Mr. Kennedy requesting the City to rescind the added condition <br /> and approve the application as originally presented. <br /> Dawn Bittner stated that the condition was placed on the split because the <br /> City was aware of MnDOT's plans with the surrounding property and <br /> because the parcel should not be subdivided without an access. <br /> 5.1. Budget/Levy— Public Hearing <br /> Mayor Adams explained that the purpose of the meeting is to discuss and <br /> seek public comment on the City's proposed budgets and proposed <br /> property tax levies for 2015. Nancy Malecha explained that the proposed <br /> final levy is $1,514,093 which is a reduction of$128,800 from the <br /> preliminary levy. Nancy Malecha gave the budget presentation. <br /> Mayor Adams opened the Public Hearing. <br /> Randy Branstad, 4424 Jack Pine Drive stated that his proposed city <br /> property tax is project to increase 23%. He stated that he does not receive <br /> City services and lives on a private drive. <br /> Suzanne Motyka, 30766 Gravdahl Drive stated that her property taxes <br /> have doubled in the last five years. She stated she is on a fixed income. <br /> She stated that she pays the minimum charge for utility usage and <br /> questioned why the minimum is so high. <br /> Mike Czech, 3816 Wildlife Trail questioned the reason for the reduction in <br /> the roads and streets budget and the increase in the police and clerk <br /> budgets. He questioned what the long-term effect these changes would <br /> have on future budgets. Mr. Czech also noted that those living in the rural <br />
