Widseth's Funding Department has significant experience coordinating labor standards for federally funded projects. They provide federal Davis Bacon wage decisions, and HUD document requirements, for the pre -bid packet. They facilitate a pre - construction meeting to review WH-347 payroll, and other required forms with the payroll supervisor of the prime contractor. Throughout construction the prime will submit weekly payrolls to a payroll reviewer, who will review the documents for accuracy, and send a monthly payroll report to the prime contractor. Widseth's funding department is directed by Gail Leverson. Ms. Leverson has a master's degree in business administration (MBA) and has more than 20 years of grant writing and project administration experience, including many previous SCDP grants. As the Sr. Funding Specialist, she will provide oversight for the Labor Standards team and will be responsible for grant contacts and labor compliance coordination. The Widseth Funding Department staff is comprised of one funding specialist and three payroll technicians who will provide Labor Compliance documentation. They each have a detailed system of collecting payroll information from contractors and subcontractors, tracking payroll for each project, and notifying prime contractors of deficiencies in payrolls. Their process includes maintaining a standardized profiling of positions, reviewing the classification of wages, payroll tracking, record keeping of employee interviews, and keeping documentation of certified payrolls. The Widseth Funding Department staff complete annual training on labor compliance, including SCDP grant training from DEED. 12. Explain how the system's operation, maintenance, and repair, including certified operator expenses, will be financed over the life of the system. Narrative Answer: The City of Pequot Lakes finances operations, maintenance, and repair costs with utility rates. They have been proactive in setting sewer and water rates. Each year from 2018 through 2022, the council has increased the rates to keep up with the operations and maintenance costs. The residential base rate was $23.26 in 2018 and it was increased to $24.20 in 2022. The volumetric rates are charged with four ranges of use. The lowest range of 0 to 12,000 gallons and this amount increased from $11.72 in 2018 to $12.19 in 2022. By continuing to increase basic rates and volumetric rates each year by about 1% each, Pequot Lakes should avoid large and surprising increases.
