internal trails and adding a parking lot. The goal of this $530,000 project is to take care of what they have, <br />continue bringing residents together for free outside recreation, and to assure all facilities and trails are <br />ADA compliant. The city has applied for an Outdoor Recreation grant from the Minnesota Department of <br />Natural Resources, for 50 percent of the cost. If successful, the rehabilitation would occur in late 2023, or <br />early 2024. <br />Patriot Avenue, running north to south through downtown Pequot Lakes, is being studied for a re -design. <br />This is a former State Highway that has been turned back to the city. The street runs parallel to the west <br />border of Trailside Park. The city would like to add crosswalks and striping to make it safer, as well as <br />diagonal parking near Trailside Park. A few different plans are developing with a final design yet to be <br />determined. There is not a definite date for construction of this project. <br />There are new housing units proposed for Pequot Lakes. This includes an apartment complex planned by a <br />firm called Corner Lot Development that is planning to purchase four acres for this. Single family homes are <br />proposed by a local developer, and he plans to a few single-family homes in Trailside Estates during 2023 <br />and 2024. <br />4. Describe any change to the proposed project costs that have occurred since the submission of the <br />Preliminary Proposal, include information on the effect this has had on the grant need. <br />Narrative Answer: <br />The SCDP Preliminary Proposal included three activities, replacement of forcemain, replacement of the <br />Gravdahl Lift Station and addition of a third wastewater cell (pond). The full application is requesting funds <br />for only the forcemain and lift station, as these are the urgent needs. <br />The city engineer has moved ahead with plans and specifications for the lift station and forcemain. He has <br />put the third wastewater cell on hold, as it is estimated that it will take longer than anticipated and can be <br />completed at a later date. The two elements of the project, forcemain and lift station, are more urgently <br />needed at this time, because of their age and the fact that they are failing. <br />The cost estimate of the revised proposed SCDP project, with the forcemain and lift station, is $1,411,000, <br />which is the same as stated in the SCDP Preliminary Proposal. <br />Cost Effectiveness <br />5. Describe the cost effectiveness for this project, include description of other sources of funding. <br />Narrative Answer: <br />This SCDP project will be cost effective for the city and for the funding agencies. The total project cost is <br />$1,411,000. With 2,166 residents in the City of Pequot Lakes, that amounts to $651.43 per resident upon <br />investment. There are many vulnerable persons in Pequot Lakes with 1,153 students who will use the <br />system, 244 children under five years old, and 541 over the age of 65. With these 1,938 persons, the <br />investment will be $728.07 per vulnerable person.
