Davidennedy addressed the Council regarding a lot split that he previously ad , o roved by the Planning Commission. His issue was with the 2nd cony' n that was placed on the lot split requiring him to p vide a new certificate of survey for tract A. Mr. Kennedy requesting th %City to rescind the =,or d condition and approve the application as ong , presented. Dawn Bittner stated that the condition was placed on the split because the City was aware of MnDOT's plans with the stifunding property and because the parcel should not ,subdivided '; r.out an access. 5.1. Budget/Levy— Public Hearing Mayor Adams expiatned that the purpose of the meeting is to discuss and seek public comment the City's'proposed budgets and proposed property taxes for 15. Nancy filatecha explained that the proposed final levy is $1,514 0911 is a reduction of$128,800 from the preliminary levy. Nay Malecha ave the budget presentation. f Mayor Adams Opened the Public Hearing. Randy Branstad, 4 424 Jack Pine Drive stated that his proposed city property tax is project to increase 23%. He stated that he does not receive City services and fives on a private drive. Suzanne Motyka, 30766 Gravdahl Drive stated that her property taxes have doubled in the last five years. She stated she is on a fixed income. She stated that she pays the minimum charge for utility usage and questioned why the minimum is so high. Mike Czech, 3816 Wildlife Trail questioned the reason for the reduction in the roads and streets budget and the increase in the police and clerk budgets. He questioned what the long-term effect these changes would have on future budgets. Mr. Czech also noted that those living in the rural
