The bottom line is that the benefits in expanding the stormwater management <br /> utility process to the rural areas of the City are probably not worth the costs <br /> involved in implementation and yearly administration. <br /> The City should consider abolishing the Stormwater Management Utility and, <br /> similar to roads, budget and pay for stormwater management costs via the <br /> general levy. <br /> It is our understanding that there are some funds built up in the Stormwater <br /> Management Utility account. Billing for the Utility could cease on January 1, <br /> 2009. These funds could then help "carry over" the City during 2009 and the first <br /> part of 2010. Towards the middle to end of 2009, when budget and levy <br /> discussions for 2010 occur, stormwater management costs can be worked into <br /> the budget, to be collected starting in 2010. <br /> Council Action Requested: Council decision on storm <br /> water fees. <br />
